There is ZERO upside to paying utilities at a SFR.... if its free to the tenant there is ZERO incentive for them to keep their use reasonable....If I didn't have to pay my utilities you can be damn sure I would have my AC on 70 degrees on ALL summer and the heat at 82 ALL winter

Those are the main numbers, you might also want to look at a heat map of crime for the areas that you are looking at a bit more closely

BP,     My wife and I are going through our inspection report for a two family we have an accepted offer on and the inspector noticed that there are black soot like heat streaks staining above the baseboard heat in the bedroom and living room of rental unit.

There are probably State laws that apply as well as local ordinances in some cities.Although I'm not 100% sure, I THINK a landlord is required to keep the rental "habitable" which I think includes things like hot water and a heating system but not things like lawn care or air conditioning.

Once in a while I've called to see that the sewer is being paid.Through the years it's become a little harder to inquire if other utilities are being paid but the only one that ever concerns me is natural gas for units that have natural gas heat
