Depending on your state's habitability laws you probably do have a duty to fill the oil tank if that is your responsibility in the lease.

The benefit of this is that if the police catch anyone there that shouldn't be they can arrest them on the spot.Also if the tenants aren't paying and they let the utilities get cut off you can get code enforcement to set the people out in 24 hours because the house is not habitable without utilities.

The average means nothing because it doesn't apply to anything.Start getting OUT of the habit of using percentages to analyze anything in REI...percentages will lie to you, and they are useless ways to analyze/compare.
