Yes is it going to mean higher insurance, probably, but you should keep in mind these are real cities with fairly sizeable populations and infrastructure that would be defended fiercely, and fortunately unlike the area around Shaver Lake the SoCal mountains haven't experienced anywhere near as much tree die off from the drought and bark beetles.

In your "construction cost", is that including development of the land, I.E. cost of roads, site grading, utility infrastructure. 

Should look at population increase, job growth or future plans of infrastructure, transportation, redevelopment etc...

The Federal Government should do exactly what it was designed to do.....take care of issues where states are not the appropriate authority.....borders/tariffs/military/national infrastructure.

Developing infrastructure is a major item of note for these areas.
