It's a little bit of a pain but you could pull the dryer out, disconnect the vent tube and run a vacuum hose through it.

I know it's a bit goofy a thing to think about as we are as disconnected from living on the land as one can get, but I like to know I could if I needed or wanted to.

Those owners are cash flowing like a monster so only sell usually if they want to develop other projects and need capital or they get a really low cap rate for price.Foreign investors typically do not know the markets here which is why the disconnect.   

Hello,I have been living here in Monterey California for one year and I am about to move into a bigger home in nearby Marina.The big problem I am having is the huge disconnect between the owner I am renting from and the new owner that I want to rent from.Both property owners know that I am required to give 30 days notice of my intent to vacate the premises.

You need to know if there is a breaker that can handle it, if there is space to add the breaker if you don't have one and you have to run the wire safely and sometimes you have to have a disconnect and you have to have the appropriate connector. 

I dont advocate jailing people who have been scammed but it is a bit of a disconnect in the law.

Can you just go in the attic/basement and cut or otherwise disconnect the vent to empty it?
