I used to be able to get builders risk policies with a carrier that would auto-convert to a DP1 when the project was finished and tenanted. 

BTW - Who is your umbrella insurance carrier, and is it the same as the landlord insurance carrier for each of the properties?

Pricing all depends on the rate of the specific carrier. 

Is the quote from a carrier that is participating the Nation Flood Insurance Program? 

The larger the agency, the more insurance carriers they will represent. 

Your normal insurance carrier can include rent loss coverage with the insurance policy you need to get anyways.

I could tell you what my experience is but my carrier may provide different coverage than yours.

I.E.  400k house means 40k in limits for the garage, sheds and fences (yeah I know, the carrier denied your friend's but a fence is a structure).
