They often look for buyers that are new and not experienced to values in the market, 1031 buyers that have done poor planning and must buy something last second or (face big tax penalties with depreciation recapture, medicare tax, possibly state income tax, and capital gains), and foreign investors getting small to even negative returns in their countries and are facing possible political and economic unrest where they live.

If there were to be a spark to light the fire, I'd say it would come from the low - middle portion of the investor market.
