We repaired the damage and put it back in commerce as a newly renovated 160 year-old structure along one of the great boulevards in New Orleans.

With that being said I would try to find someone more experienced in your area that you could work with or lean on for advice (like a mentor).  

But over time people will get more comfortable or forget the impact Harvey had on the city.I've seen some homes in New Orleans that were raised above the flood plain - Maybe 5-6 feet. 

That was the case for New Orleans, but they also had some stipulation that you could not start marketing your property during that time.

I am working to be a wholesaler in the New Orleans market.

That means that it could get attached to any judgments or leans against him, he may be able to put it up as security without you knowing about it, and/or he may be able to outright sell it out from under you.
