What it boils down to is you can change nothing and every thing is extremely expensive.You need to thoroughly investigate the regulations and the costs to do it historic as opposed to modern reno.

The issue I've seen is the municipality generally wants you to bring the system up to code when you're going that far into the system and that includes site survey, engineered plans and a modern leach field, sometimes with a raised bed/field.

You get the funds to replace the structure with similar amenities (sq ft, etc) but with modern materials.

Some are being built and marketed as retro or modern.

Like many of these places, it had nothing modern inside; we installed a bathroom, basic kitchen, etc. 

My own home is about a mile away in a neighbourhood that dates from the 1940s and 1950s, with tons of modern renos, expansions and infills.

It would have to be quite a stress to crack a double or triple glazed modern window.Another possibility {though unlikely} is the sash has warped/pulled away from the glazing and water entered between the two ... that water has since frozen and the pressure has cracked the glazing.I'm sure it's not been as cold in Philly as we regularly experience (today is the first day warmer than 0F in a month) and the cold never makes the glass crack here ... especially in a modern thermo-pane.
