My question for you is, I have done my own research regarding the HOA liens, listing agent told me for a fact there are none, when the bank bought it (my is bank owned) he's been paying for them, for IRS liens we found the owner prior to the bank owning it, we looked her up in public available irs liens directory nothing pulled up she could not be found, and you know that list etc etc.

I think @Jerred Morris is spot on with his suggestion for a local directory.  

You will need to make sure it is at an address not the same as your home (because it is not looked upon favorably by the lending world) and the phone will need to be registered in the 411 directory.

You won't have anything for the house that was not completed.Steve Babiak covered that pretty well.You can find a directory of EAs.www.NAEA.org

There should be a set of maps that show map/lot numbers, then a couple of directories that will give you owner names/addresses based off map/lot or actual address of the house/property.
