I've now had my license for two weeks, joined Keller Williams, and am struggling to get in enough time blocks outside my current marketing work/family responsibilities just to set up my real estate agent systems (MLS, CRM, training, website, social media, etc.) 

Hello, I am interested in buying a property on 500 block of Rose st Baltimore.

I have always used this company because I do not want to chase checks, rent is a priority for the tenant if it is being debited from their account and the tenant can build their credit.However, the company is sending tenants an email the day before rent is due that they can block a payment. 

The home is in shambles, I purchased it for $9,000 but right next door there are rehabs down the entire block, I can still do a cash out refinance and use that money to do a complete rehab?

Jon - welcome in advance ...the 15 min drive time you initially mention is a bit unrealistic  as  getting a few miles in that time from SLU is a rare  accomplishment …..I live in NE Seattle  ... 6 miles from my office in SLU area and it normally is a 30-45 min commute  driving  …..light rail from husky  stadium is great as I can get to office in 30 min  with a 7 block walk from Westlake  station …1.2 mill budget   should cover most of the  North / NE and NW areas of  Seattle proper  …...some other neighborhoods / areas worth a look  include  maple leaf ….Ravenna ..west seattle  ( longer sommute from here ) ...Laurelhurst ...view ridge ..wedgewood if needing financing - get  pre approved  in case you need to make a move on a property quickly  good luck and  feel free to call or email with any questions 

I was clear to him that during the tour of the room and house that the parking is street parking, no parking on drive way (as it'll block cars parked in garage), and informing him that which streets he could park.

Can one buy a property buy pre-renting for blocks of time ahead of the actual purchase?

Roman, Parkside has some good opportunity, but like any neighborhood in Philadelphia it varies block by block.

If its an older original row home with block walls between them , the neighboring properties would have little or no effect on your tenants electric bill .
