When a heat pump can't keep up with the outside temperature and using a fireplace or wood stove is not an option, I usually use infrared space heaters that have a thermostat. 

There is a minimum temperature the heat must be kept at although I’m not 100% sure what it is in NYC.

Hose is connected to hose bib during freezing temperatures, causing the water pipe inside the house to freeze and split.All of these are tenant-caused issues and should be charged to the Tenant.

With the utilities on, the building temperature stays relatively the same.

If there is any standing water in the lines, when the temperature drops below freezing, that water will freeze and expand, likely bursting the line while doing so.3.

So, while the same amount of heat (more, actually) will get taken out of the heat exchanger, the output temperature will be lower.
