Is this mold or moisture?

"Bring your moisture meter for dry rot and outlet wiring tool (about $5 at Home Depot) to check proper wiring.Use mositure meter around windows and kitchen bath floor / tub / shower. 

I don't really like to do laminate any longer though unless I am in a rush because it doesn't handle moisture that well.

For example, our garage was built in the 1940's but the City STILL required that the concrete be tested for moisture percentage (concrete takes a loooooong time to cure), pass that testing and then we had to have a special moisture barrier resin applied by a company who specializes in that type of chemical application.

Based on the home inspection it appears there was a plumbing leak that lead to moisture under the home but the issue has since been repaired.

The moisture i am concerned about is where it soaks into the brick but never makes it to the backside of the brick.

That's after they do a moisture test on the concrete to make sure its ok.

Water penetration is definitely my UTMOST CONCERN here. - Paint is in really bad shape, peeling all over the place.

My problem is that the townhome sits over a lake, and even though I got the insulation updated when I got new floors, apparently it wasn't good enough as the moisture underneath the home has damaged the subfloor.
