I took that as a threat and it was good enough for a judge to issue a restraining order.I received a call today stating that he is VERY active with Meth currently and selling to teens from my home.

Ultimately, if the cash-flow is good enough and the financing available, I would probably pull the trigger on any truly good deal.  

Based on what he says about those new construction rates it seems to me that it would be hard to cashflow after paying that, unless it was a good enough location to max out the rent.

If you almost have a good enough DTI and 70% of the cash flow you get from your rental would get you the rest of the way there, then you can find a lender. 

do you have a good enough relationship go back to the seller and explain that the numbers do not work and you need them to sell at a lower price?

It is not that hard, and I think if I structured a good enough deal, I could really make myself some nice money there.
