I just fear the increase will eat up the money needed to improve the place and tenants life.

I always say the biggest way to overcome fear is MASSIVE action .

If there is a high fear that they could loose money it's gonna be a no go.

Deals seem to be hard to find so i worry I can't find more places to equal that cash flow but fear when we try to sell, the market won't be as strong.
