Lots of times you will have people complaining about noise even if you disclose it on the listing. 

If you have an adjustable rate mortgage and it is likely to increase significantly in the future, rent growth rate may not compensate for this and cash flow is likely to get worse over time.

If the reduction helps the property rent in less than a month, then you have only lost $1200 over a 12 month period of time.

If this is going to be a investment home you will have a hard time getting a cash out refinance with most lenders as an invesment mobile home.
