I've never had a single issue with tenants and trash; however, there are two homeless people who walk around the community and go through people's trash while the cans are on the property, not curbside.

Most people in America do not have it that bad...There are people in here who own over 100 homes, and there are people in here who own zero homes and want to get just one.There are also people who own zero homes and never will (due to their own issues) and they rent (or the government rents for them).The people in America that are really "down and out" Poverty cases are the Homeless.
