For AZ, TX  and some other areas there are HOAs for SF dwellings. 

Just playing devil's advocate and I'm a fan of living as close to work as humanly possible so you can bike/ walk. 

(a) In every transaction wherein an application is made by a prospective tenant to lease a dwelling unit, the prospective landlord or owner of the dwelling unit shall not ask for, nor receive, any "assurance money" or other payment which is not an application fee, security deposit, surety bond fee or premium, pet deposit or similar deposit reserving the dwelling unit for the prospective tenant for a time certain.

On a dwelling fire policy, or "landlord insurance policy" coverage D is generally 10% of Coverage A. 

Federal Fair Housing Act says: In buildings with four or more dwelling units and at least one elevator, all dwelling units and all public and common use areas are subject to the Act’s design and construction requirements.

Because of this, unoccupied properties should not be on dwelling fire (landlord policies) or homeowners policies.

The main difference between a homeowners policy and a dwelling fire (landlord policy) is the contents.

It took them five months to figure out how to properly mail rent to me on time (they've encountered many late fees) and even to this day they pay on the last day humanly possible, but also they leave belongings outside in common space, they leave trash bags outside the trash cans and rodents get into it and tear it apart, they leave a bunch of random belongings and bikes in the foyer (on carpet) and they have filled the basement with what seems like trash.
