Would you have a contractor estimate how much it would cost to bring the building up to code (mold, remedying the other work that was likely done without permit, sinking floor, etc.) as well as standard improvements (cabinets, floors, etc.)  

Now, the adult child moving in without notifiying you is grounds for what ever you have as remedies in lease.  

If enough people speak up to the housing authority, the landlord will have to remedy the situation and may lose his ability to take section 8 renters.
