Pay them, the lease specifies they have use of the garage, if you wish to amend the lease you can just ask, but they may say no, if you offer a small incentive they are more likely to agree, you may also be able to make it so you only pay out if all tenants agree.

Townhouse 'rules' could set up maintenance and use of the common area as rules and have a process to amend the rules if both parties agree with each townhouse getting 2 votes or something like that.
