I saw your post on the cabinets the whole kitchen is a huge transformation.

As @Will Long mentioned there are plenty of areas to invest in Delaware and Motgomery counties, and Point Breeze is a quickly transforming area in Philly, but that doesn't necessarily mean any of these areas are going to be the right area to invest given your goals and to steal a @Brandon Turner phrase, where you want to be on the Scale of Passivity. 

Get in your car and drive around the neighborhoods you have heard about and see what is happening and get a sense of how the city is transforming and where that is happening.

Your apartment could conceivably be transformed from illegal to legal if the ordinance is enacted.  

Has your business transformed into real estate development?

So buyers not only are forced to pay retail, but they also bring in the cap X needed to create these transformations and in the process have now paid more than retail for the product, but now they are the proud owner of a JOB!!! 

East Travis County will definitely see the biggest transformation moving forward the next 10 years.
