It's when you signed a contract for carpet flooring, change your mind, and now want to tile it.

If you decide to invest in these areas I would suggest that you do the same renovation that would be done in a good area, but with a lesser expensive products ( instead of hardwood we use strip vinyl with wood pattern).

The kitchen was gutted, flooring redone (refinished hardwood and tiling work in the kitchen.  

I should have clarified that my intention is to use the renovation budget for major fixes (structural, roofs, exterior projects, plumbing/electric) and then I was planning on doing the smaller projects that I can handle (flooring, painting, kitchen update, tiling/backsplashes, etc.) over time.  

I'm $14k+ construction cost (painting, siding, drywall, tiling, electrical, plumbing) into two properties where the deed owner is trying to renege on the JV contract.
