Since in the case of the OP there was no broker for either side, then deposit money should have been put into escrow with a tile company (or other business that handles real estate settlements for that area).

If you decide to invest in these areas I would suggest that you do the same renovation that would be done in a good area, but with a lesser expensive products ( instead of hardwood we use strip vinyl with wood pattern).

I should have clarified that my intention is to use the renovation budget for major fixes (structural, roofs, exterior projects, plumbing/electric) and then I was planning on doing the smaller projects that I can handle (flooring, painting, kitchen update, tiling/backsplashes, etc.) over time.
