I have her full file pulled together including any/all notices, correspondence, Section8 inspections, pest control payments/subscriptions and even emails from the cleaning crew and handymen who had to put the unit back together after she left - stating how gnarly it was.

This sort of deal is probably easier with either one or a few investors, but it is possible there is demand online for pre-entitlement risk projects like this, especially if the subscription price is sufficiently low to get the risk diversified across a number of investors.
