Generally your total HELOC amount will count towards your DTI, so be aware that a larger HELOC might hurt your ability to get a mortgage on a rent property.2) I don't have direct advice on tracking these but will say a HELOC is best used as a short term instrument

The two are completely separate.The deed (or whatever instrument your state/municipality uses) describes the asset (house) and who owns the asset.
