I would not acknowledge the renovation noise if it was not unreasonable or excessive. if it makes it easier you can tell them that you were going to raise the rent to $40 and choose to only do $20.

If on the other hand you don't mind them staying for a couple of weeks( seems excessive a week would be better) then withhold enough money in escrow that they don't get until you do the final walkthrough.
