I was very interested in finding out about that when buying my house so I called the rent control office in town hall -- number listed on their directory on their site - and just asked if my address was 'registered' there (not sure what that means - but anything that might be documented there would be of use).

To start with these companies you will have to a business address that is not your home, your cell phones listed under a business directory or under 411 directory.

We weeded out the federal and state government and big timber concerns.. so basically all the private owners.. so from there he would type in the owners name and address.this took about a year and 50k or so paying for his wages and hotel rooms.Then once that data was collected I had my secretary run each lead through the reverse directory or phone book to get phone numbers.. we collect 95% of the leads phone number ( remember  this when EVERYONE had land lines) also rural areas always have landlines.

I find that the number of pets and the number of residents has a way of changing.At the viewing I find out when they expect to move and whether or not they have all the move-in money.Then I look up the owners of all addresses and do reverse directory on every phone number that the applicant has provided.
