So no real motivation to leave if you're getting free rent and your utilities aren't in danger of being shut off.

I feel bad for the unsuspecting tenants who probably have NO CLUE how dangerous it is for their family to be there, there are 3 kids under 10 that live up there with both parents who were super nice.

It is in danger of going insolvent and I'm wondering about the same question: what else do you set up to take the place of the POA and still get the maintenance done?

This is what we refer to as a "cash like substance".  

Obviously, if it blocks safe access to things, looks dangerous, etc. it will be an issue, but the simple fact its no longer a necessary part of the apartment shouldn't be.

That's a VERY dangerous situation that needs to be corrected at your expense. 

Continue to study and browse the market, but that much debt is a danger sign to me.
