You also need to stock the house with consumables such as coffee, towels, dish soap and body wash and shampoo etc.  

I have only heard of these programs for owner occupied properties, VA home buyers, FHA & first time home buyer programs and that sort of thing.

And people still have enough intelligence to sort that out, and to pay for quality knowing quality in selling/buying real estate = ROI.
