If you're property is in decent shape and there isn't much concern of the renter paying, then I would decline it.

Are you familiar with any that will do a short term land/build then convert to 30 year fixed?

I ended up landing an 2 unit deal.My strategy is ok for now, as I only need 1 to 2 deals a year.

Building properties on swamp land is a no gooder.

They said that my parcel of land can hold a max of 3 units so I can either extend the current property into a triplex or add a free-standing unit to the land.

As for Peru you can find really really cheap land but not in the areas where there is a lot of tourism or big expat communities.
