I would probably focus on three things. 1) filling the vacancy for as close to the old rent as possible (to help with refinancing or selling 2) refinance it and talk to a few different banks/brokers. 3) If all else fails, list it and 1031 into another project.

Provided that both markets are appreciating at the same pace I would rather own one $600,000 duplex then three $200,000 ones.

There are going to be some very small pockets you'd probably want to avoid, but even those aren't that bad compared to other cities' bad areas.
