I suspect you will have a hard time doing a finished basement and meeting building codes with those Phila rowhouses, when you consider that code now requires an egress from the basement; it's tough to do the egress window in many of them due to the tiny width of the side-yard space.

Even building a 2x3 closet takes up a huge portion of your already tiny bedrooms.Perhaps do a half bath and keep the closets butted back to back at the end.

If you have a unit where it is prohibitively expensive to do it that way or it would be tiny you could go with a shower but it would not be my choice.
