Strangely enough, this is the second tenant in the last 6 months that has paid the $80 ($40 each adult) background fee, passed the background and was told the unit is theirs, and then not signed a lease (different duplexes).

Agreed, the property taxes in the Cleveland suburbs are strangely high as a percentage of property value.

I know this may seem like a strange but obvious question but I'm just checking.

NJ has some strange Landlord-Tenant laws (like not being able to end a lease even if the lease date has come to a close).

Strange that no one can do it for you even in the next few days. 

The list stops at December 2016 for some strange reason and does not cover 2017 to 2019.I checked about 20 properties on the list and every property is vacant land that sold for only a few thousand dollars and the highest price I see was $48,000 for 80 acres.

It is strange.
