The worse thing a property owner can have happen is have the electricity and water turned off.

This is obviously a gross injustice, but what can a landlord do to protect themselves from a big potential problem if for some reason a tenant uses a ridiculous amount of water and then does not pay the water bill?

This, coupled with the fact that the HVAC company didn't run a Heat Load when we purchased 2 new units in 2021, has led to extensive, repeated water damage and remediation on 3 separate occasions in different areas of the home.   

What about city tax and water liens that I believe are in a senior position to the first lender.

IF the investment didn't make any sort of cash flow, and put me under water by a good amount every month, then I would highly consider selling.
