interpret this to mean I owe $100/mo. regardless of whether I use it or not and that's in addition to the $100 annual fee that is waived if I accumulate over 100 dollars in interest over the year.

Now, of course military status being protected is intended to prevent discrimination against military-affiliated people, but just like race is a protected class to protect minority races from discrimination, yet you still can't give preference to any particular race, I would interpret that the same way for military status (can't give preference for or against) in a state that protects it for fair housing purposes.I'm not a lawyer and this is not legal advice - just based on my understanding of (Ohio) fair housing.
