You need to look farther out to the south and Midwest for cashflow if that is your strategy and you aren’t afraid of gambling for appreciation.

Some will be willing to put a lock box on the house for you....still a feeThey do have electronic locks now that you can continually change the code remotely.... via wifi/internet.....that allows you to give temporary codes for each contractor you want to let in.

I'm not sure about other markets, but some tenants are too old to use an online system to pay, or too "backwoods" to even use the internet. 

We'd go days and sometimes weeks with intermittent internet access to be able to contact folks back stateside. 

With internet marketing its fairly easy to locate market properties without an agent or Broker.

If you've got multiple properties, do this full time, manage your own and generally run it like a business (ie, you take deductions for meals, mileage, phone, internet, etc.... beyond just "investment" expenses), then I'd argue that you're running it as a business and should 1099.But really, when in doubt, 1099.
