Echoing JD here - a nest thermostat or similar device with scheduling / remote connectivity options will be best for this!

Can do some research and I'm sure can find a similar device online. 

If not, you can add the sub-meter devices and they even make them with wifi modules so you can remotely check them and bill appropriately.

I'm considering TripLog just because it specifically states it can activate based on Bluetooth connection to a stereo or other specific in car device. 

Does anyone use a device that's connected to the car and not an app on their phone?
