Can anyone give me a estimate of how well mediums do on average? 

Sometimes fixers need more work than you estimate.

You can't go off of the cost estimate on permits and even beyond that, design, site work and a number of other factors will play a significant role in costs.

Lets say someone buys an apartment complex for 6 ml for cash.How much should they add for the closing costs if no loan needed?Thank you

As noted in the prior post, not really much you can do about going after an appraisal as its an estimated value at that point in time.

I would like to legalize it and was wondering if anyone would be able to give me a rough estimate of the cost to convert the property to a 3 family.It does not have a sprinkler system. 

He hasn't decided on the value of the lots yet but he is talking around 50k for approximately .5acre lots which for our remote area seems high.  

The closest town is Midland approximately 20 miles away.
