I define a good tenant as someone who:Has stable employment in a market segment that is very likely to be stable or improve over timeHas a credit history with which you can evaluate the likelihood that they will performPays all the rent on scheduleTakes care of the propertyDoes not cause problems with neighborsDoes not engage in illegal activities while on the propertyStays for many yearsProperty SelectionOnce you select a good tenant pool, you target them through the properties you purchase.

Here, you can focus on properties with no HOA, and there's a great supply of properties needing rehab ranging from light cosmetic work all the way to full rehabsThe availability of properties fitting your criteria coupled with the growing STR market segment and short term friendly local government definitely make this city something I would recommend considering! 

As far as who or why behind it all, it's the same groups as ever, a polarized tunnel-vision segment who says "we know, we will just force those evil rich landlords to stop profiteering" because in there minds that's as simple as it is, an A-B thing, rents way up so it must be Landlords, zero consideration for property tax increases, zero thought of operational cost increases, insurance increase, maintenance costs going up etc etc..

As well, the density, unit bedroom counts, floorplans and the site layout considers the bulk of the STR market, not just segments.

Low-income and Section 8 housing is a segment of the market that many investors dismiss entirely based on common misconceptions such as a) all of these properties are located in "war zones" and b) that the tenants come with more baggage and are more difficult to deal with than, say, young professionals. 

The largest employer by industry segment only accounts for 13% of the jobs here.

@Brock Barr  I think there's a large segment of the investor population that derives physical pleasure from analyzing properties but then will suffer physical and emotional torment when it comes to actually doing something.

Demand continued to be strongest in the higher-priced single-family segment.

Segment all common areas to reduce issues between tenants and yourself and other tenants.
