The HOA is responsible for the exterior of the building including the roof and drywall in case of the water leak for example.This is a rental property and I don't think I must have all coverages.

It is useless.The 70% rule, or ANY generalization rule will not tell you how much rehab it needs, what location it is in, how long that buried oil tank has been leaking... undersgroundNOI said NO!
