We hired a painter to come in and coat every paintable surface with BIN to embalm the smoke in a lacquer tomb and then paint over it.  

They've also provided contacts for cleaners, handymen, landscapers, painters, etc.

Your light fixture covers should all be new and clean; your walls are all newly painted and clean (didn't the painter clean up his own drips and overspray?)

I also know some good, reasonably priced painters. 

Home Depot sells a kit to do that, which I successfully had done by a handyman/painter on a property. 

I am not a painter but I would get a good quality paint like sherwin williams.

Other people like contractors, painters, plumbers, etc. are able to make money on the deal.

My husband, Bill is lead paint certified, but even so, if we use any contractors (painters, plumbers, electricians, etc.) we make sure they are lead certified also, and that they follow all EPA regulations.

Get lots of bids, go with reputable painters so the job is done right.
