Depending on how bad is the foundation state (how many inches you have to correct), is very possible the sewer line will disconnect/break in the horizontal portions.

@Jonathan Klemm - Prior to purchasing the property there was a $28k water bill and the city disconnected the water.

My second question is, if it is vacant weather in a park or on private land and the electric, sewage and water are all disconnected, do I as an investor pay for all of that to be hooked up again just to make sure everything works?

If I want to change my sink base, I will likely need a permit, since I will need to disconnect my sink and disposal to do this, both of which require a permit.But to your point and J's answer, you will likely only see financial penalties for not pulling.

@John McAllister yea true people search is what I was using but it’s very time consuming running through 5 disconnected lines at times.

After checking, turn off valve and then disconnect.  

PGE disconnected the meter back in March and didn’t reconnect it until about a month ago, that was the biggest hold up and why it took so long
