This is a budget rental (2/1) SFH but I scored an entire kitchen including 3cm granite countertops for $650 so I'm trying to tie the decor together.    

You need to know who is going to supply your cake, decorations, DJ, photographer, etc.

I have found that HD tends to have better selection and prices on building supply items, while Lowe's tends to have better selection and prices on things that are more "decorative" like light fixtures, flooring, etc. 

Tenant A proceeds to tell me that Tenant B is MORE than welcome to use the common area as long as she doesn't touch any of her stuff....BTW the couch, Remote, TV, all decorations, etc all belong to tenant A...

I think home stage is very good option to visualize how the home will look like after completing decoration.

I agree with @William Leahy in that you should add a few "homey" pieces of decoration throughout your photos.

And what about qualitative considerations of renting another place like location, parking, any preference or personalized decor you did to your condo, etc? 

If you have a Floor and Decor in your area they have a bunch of options and are usually are under $2sf.

You personally (schedule e) can pay your boyfriend (1099 or not) to do the repairs but you can only expense in year 1 actual repairs, not modernizing decoration that raises the value and rental rates.
