The out of state owner is looking to offload this apartment complex where they have overspent on capital expense items in the last 3 years due to natural disasters.

I use Contract grade items from places like Pottery Barn (or the family of William Sonoma brands).

Keep the property and 3.5% rate lock, and refinance out the capital using a HELOC or other item.
