Also perhaps consider increasing the rent slightly to cover for any contingencies and agree to return the excess upon compliance with lease and vacant possession as long as it is all state compliant

I'm learning a lot and the city has also had some cool recommendations (how to deal with heating and the concrete slab with sleepers, recommendation to get pre-engineered trusses which avoids increased structural review).

If it is 15 yrs old, I will have that expense likely hit in 10 years, and need to take my cost to replace divided by remaining useful life in months.Same with HVAC, major kitchen remodels, water heaters, decks, fences, concrete work, etc.

I bet dollars to donuts there's more problems than just her rent.You could take concrete steps to correcting this behavior and maybe getting back on track, but it's not worth the effort and she is far more likely to fail and leave you hanging.If she is on a month-to-month lease, I would give her the necessary notice of termination and a demand that she pay the final month of rent to catch up before leaving.
