If you aren't requiring background checks for someone simply because they aren't a citizen, then you shouldn't require them for people claiming to be citizens.Treat all people equally.

Given the details here I'd say no, you should take any development thoughts off the table because to do that is not something one simply learns over night, there is a lot to it. $209k is very cheap for 40 acres, so that offer could be a person interested for hunting land and nothing I'd get excited over, and I wouldn't assume it means anything other than you could sell it for $209k.

In my life outside of real estate, I worked in Information technology where I have participated in the creation of open source software as well as documentation published under creative commons. lots of license thinking to borrow from.It has always felt wrong to attempt to monetize everything associated with real estate investing.
