Workers in planning, zoning, & permitting offices often have wildly different interpretations of the regs so you'll want to come to them with some researched questions about enforceability.

I hear way too many different interpretations of how this rule can be used. 

A lot of times it was just easier to tear the garage down and start new.So while you are at the city asking about zoning, ask about their interpretation of the code as well....

The fault of the article is not articulating this distinction, which left room for interpretation.

Worked with a two different lenders for this project to get a few quotes with very different results...due to the verbiage in the delayed financing exception, it is still up for interpretation and some underwriters will tell you it is not possible just because they have never done this sort of loan before.
