Try and have them bid " apples for apples".1- Windows , Vinyl, Low E.2- Six panel doors and no jambs but new trim.3- two tone paint, these two colors.4- New bathroom vanity, toilet, and remove old tile with new tile. 12' X 24".Etc , etc.Brent is smart and great article, I am just adding my point of view from a seasoned Re- hab contractor!

Or a dab of caulk and color match paint to the brick and you'd never notice it unless you looked for it.Is the outlet installed in brick or drywall?

I use a filler that is the same color as the paint often I fix the holes and no need to paint over.

The only time I've seen this turn into an issue is if you offer to pay for the flooring and then the tenant comes up with more requests every couple of months (e.g. new toilet, different color paint, new washer/dryer, etc.)

Basements tend to be dark so I go with lighter paints and finishes.
