They will bicker about whose spot has more sunshine, other tenants or neighboring kids will steal their tomatoes, someone will swipe the cute little solar spinning flower from one of the gardens, some tenants won't take care of their plots and they'll look like hell, some will use chemicals the other tenants will complain about, someone will steal the hoses.

It also isn't helpful for those tenants who pay rent with cash or money orders.I did do bank garnishment on my very first tenants who skipped out and took all the "valuable" stuff (silk flowers) but left unimportant things such as bank statements behind.

Any kind of flower plantings will have to be pruned, headed, weeded, edged, etc.If it was a small yard, I'd just cover the whole thing with concrete and tell the tenants they can grow plants in pots.
