Is there anyone attempting to work with their local housing agency or housing authority to receive a property tax exemption in exchange for agreeing to rent your single family house based on some sort of income restriction?

Deals are always the restriction on peoples ability to scale their portfolios.

Does the complex impose a "flip tax?"

That is deductions imposed if they do not like the peelers.

I want to take advantage of the current low interest rate and house hack in San Diego but it’s been nearly imposible to find a break even cashflow deal.

A commercial loan won't have those types of restrictions but the rate will be higher. 

Counties usually have mining restricted only to prevent their systems from being jammed due to constant data requests from computers that mine data.

Of course, you'll have to know your inputs, otherwise watch for GIGO.STR in city of Austin is heavily regulated and restricted - might want to get clear on those regulations before counting on that. 

If you have any restrictions in violation of fair housing do not bring it up simply find more qualified applicants.
