I'm not sure the correct way to do it, but here's how our guys do it.After the plastic house wrap is put up, they wrap felt from the inside to the outside on the sill, so it lays flat against the sill, and lays against the house, over the plastic, about 12" down, and 4-6in to the left and right of the window.

The house already has a very large sunroom as well as a patio, so if I were to build a deck there would be more outdoor living space than indoor.Light tan/beige with black trim was also recommended to me by someone just the other day.Thanks for the input!

OTOH, this is really only an issue on exposed metal or people, so insulated wiring or plastic piping should be unaffected.

One guy built a covered patio that framed in the old chimney and filled the crack, don't know if that was the reason to build the roof, but I noticed the seperation but the way the thing was framed in, it wasn't going anywhere but straigh down.
