I would reach out to a local RE attorney who specialized in evictions as like you said the courts are very backed up and youll have to still go through the Diversion Program (https://eviction-diversion.phi...). 

@Ben Cochran I'm not an expert at this, but my understanding is that in prison culture, the teardrop tattoo means that this person has killed someone. 

The culture is a bit different there and perhaps why you don't see too much self storage.

In my experience having had 3 houses with basements, grading, gutter diversion and drainage if needed are a good system of keeping your basement dry.
